Highlights from the 55th ACPECC Meeting (16 June 2025, Vientiane, Lao PDR)

The 55th ASEAN Chartered Professional Engineer Coordinating Committee meeting, chaired by Er. Francis V. Mapile (Philippines), convened representatives from all ASEAN Member States (AMS), with Indonesia participating virtually.

Mutual Recognition and Registration:

  • The committee reaffirmed that foreign engineers seeking registration and employment in ASEAN countries must comply with each host country’s laws and requirements, with endorsement from their home professional regulatory body. AMS are to submit detailed registration flowcharts for foreign engineers before the next meeting.

ACPE Register and Certification:

  • 432 new ACPE applications were approved, bringing the total to 8,894 approved and 8,843 active ACPEs. The ACPECC Secretariat shared the ACPE e-certificate flowchart, as the development of the e-certificate system is ongoing, and pilot testing is planned before the next session.
  • AMS agreed in principle to omit professional titles from ACPE certificates for simplicity, pending final input from Malaysia and Singapore.

Engineering Disciplines:

  • Brunei updated its list of engineering disciplines; Vietnam is revising its own and shall report further at the next meeting.

Mobility and Capacity Building:

  • The ASEAN Engineer Excellence Awards (AEEA) nominations are underway, with the award ceremony planned for the next ACPECC meeting in November 2025*. Indonesia has submitted designs for the AEEA plaques.
  • Cambodia and the Philippines submitted proposals for capacity-building MoUs. AMS agreed to consolidate these into a single concept note and MoU, aiming for circulation at CAFEO in October 2025.
  • Thailand and Malaysia are progressing on an internship and exchange programme MoU, targeting signing in 2025. Other AMS are encouraged to join similar initiatives.

Barriers and Platform Development:

  • Indonesia presented a gap analysis on regional engineering mobility, identifying institutional and operational challenges. AMS are to provide feedback and recommendations.
  • The ASEAN Engineers Information Exchange Platform has launched, though technical improvements are ongoing. AMS are urged to contribute data to enrich the platform.

Other Announcements:

  • Malaysia invited AMS to participate in Malaysia Construction Week 2025 (7–13 July, Osaka-Japan). ACPECC encourages AMS to share upcoming ACPE-related activities for broader dissemination.
